Of the total investment, around $3.5 billion will be allocated to U.S.-based R&D, focusing on mobile, fixed, IP, optical, data center networking, and mission-critical technologies. The remaining $500 million will support manufacturing and capital expenditures in states including Texas, New Jersey, and Pennsylvania.
The investment will build on Nokia’s legacy of innovation through its Bell Labs in New Jersey, which has pioneered major technological breakthroughs from the transistor to advanced AI-enabled communications. The company said the funding will further strengthen AI-optimized networking solutions and cutting-edge research in automation, quantum-safe networks, and semiconductor manufacturing.
U.S. Secretary of Commerce Howard Lutnick praised the announcement, calling it a “Trump administration win for America” that will help develop critical national security and AI technologies domestically. Nokia CEO Justin Hotard added that the investment will enhance U.S. network infrastructure, productivity, and security while shaping the future of networking.
