ANP sets conditions for support on 28th amendment

PESHAWAR – The Awami National Party (ANP) has said it will support the proposed 28th Constitutional Amendment only if the government fully honours commitments made during the passage of the 27th amendment.

Central spokesperson Engineer Ihsanullah Khan said on Friday that constitutional amendments must serve public interest, protect provincial rights, ensure federal equity, and strengthen democratic stability, rather than promote personal rule or institutional dominance.

He emphasised that the ANP would not compromise on protections guaranteed under the 18th Constitutional Amendment, the National Finance Commission (NFC) Award, and provincial autonomy. “All constitutional safeguards for federating units must remain unchanged,” he added.

The party’s spokesperson also demanded specific constitutional relief on electricity matters for hydel power-producing provinces. He called for domestic electricity prices in these provinces to be fixed at Rs10 per unit for up to 500 units and opposed any federal taxes, surcharges, or additional costs on electricity consumed within such provinces.

Mr Khan further highlighted the need to protect tobacco growers and ensure provinces retain revenue from tobacco production. He urged the immediate abolition of taxes on tobacco farmers and that all taxes collected from industries on the purchase of raw tobacco be allocated to the province where it is grown.

The ANP also called for constitutional guarantees for the “permanent” establishment of local governments, with regular elections every four years as per Article 140-A of the Constitution. Mr Khan said that no administrative authority should have the power to suspend, dissolve, or replace elected local bodies.

Finally, the spokesperson reaffirmed the party’s demand that Khyber Pakhtunkhwa’s historical identity be restored, with constitutional recognition as “Pukhtunkhwa” to reflect its cultural, linguistic, and historical heritage.

He warned that any constitutional amendment ignoring these principles would face strong opposition from the ANP, both in parliament and publicly.
