Basant is officially returning to Lahore after years, as the district administration has granted conditional permission for kite flying under strict safety regulations to ensure public protection. Deputy Commissioner Syed Musa Raza announced that Basant will be celebrated on February 6, 7, and 8, 2026, strictly within Lahore district, emphasising that the festival is a cultural identity and a shared responsibility of the government, administration, and citizens for a safe and disciplined celebration.
Authorities have allowed kite flying only on the designated dates, and no activity outside this period will be permitted under any circumstances. The administration has adopted a zero-tolerance policy against dangerous practices to prevent past tragedies associated with the festival, while police and district officers have been directed to strictly enforce the rules and ensure compliance across the city.

Businessmen can legally start Basant-related trade from December 30, while the sale of kite-flying equipment will be allowed from February 1 to February 8, 2026. All manufacturers and sellers are required to complete mandatory digital registration through the E-Biz app or the online portal before commencing business, ensuring traceability, accountability, and compliance with safety regulations.
The administration has imposed a complete ban on making or selling spinning wheels, and kite strings must be in approved pinna (roll) form only. The use of nylon, plastic, metal wire, bloody thread, or chemically coated strings will not be tolerated, and violations of size, material, or unauthorized sales will result in immediate legal action to safeguard public safety.

Standard Operating Procedures have been issued for district administration, police, kite flying associations, manufacturers, sellers, and citizens to ensure a smooth and safe Basant festival. The Deputy Commissioner reiterated that Safe Basant has been restored, and no compromise will be made on safety or enforcement, calling on everyone to participate responsibly while enjoying Lahore’s cultural festival.
