Operations at the Attock Refinery Limited have returned to normal after transport routes for crude oil and petroleum products were restored, ending a brief shutdown caused by road closures.

The refinery confirmed that the movement of oil tank lorries to and from the facility resumed late Tuesday night with support from Pakistan’s General Headquarters (Pakistan Army) and intervention by Petroleum Minister Ali Pervaiz Malik.

Earlier, operations had been suspended after transport links were disrupted due to security-related road closures ahead of the expected arrival of foreign delegations in Islamabad. The disruption affected crude oil supply as well as the dispatch of refined petroleum products.
According to regulatory filings submitted to the Pakistan Stock Exchange and the Securities and Exchange Commission of Pakistan, the refinery was forced to shut down its main crude distillation unit due to the inability to receive crude supplies and dispatch finished fuel products. The shutdown impacted production at a facility with a capacity of over 32,000 barrels per day.
The company also reported a buildup of motor spirit and high-speed diesel stocks due to restricted movement, while crude oil inflows from oil fields declined significantly during the closure period.
Attock Refinery Limited supplies fuel to a wide region, including central and northern Punjab, Khyber Pakhtunkhwa, Azad Jammu and Kashmir, and Gilgit-Baltistan. It also provides furnace oil to independent power producers to support electricity generation and help reduce power shortages.
The refinery had earlier appealed to the Petroleum Division and the Oil and Gas Regulatory Authority to facilitate uninterrupted transport of oil tankers, warning that continued restrictions could disrupt fuel supply and energy stability.
