Sindh govt launches performance review of project directors

The Sindh government has decided to evaluate the performance of project directors and project leads working on development schemes following complaints regarding administrative and financial irregularities in certain donor-funded initiatives.

In a significant move aimed at strengthening transparency, efficiency, and financial discipline in development planning, the provincial government has initiated a comprehensive review of all project directors and project leads across ongoing schemes. At the same time, a proposal is under consideration for a joint inspection of 28 foreign-funded development projects currently being implemented in the province.

According to an official letter issued by the Services, General Administration and Coordination Department, the Chief Secretary of Sindh has directed all administrative secretaries to conduct detailed assessments of the performance of project directors and project leads working under their respective departments.

The evaluation will focus on key indicators including administrative capability, financial management discipline, professional competence, and the ability to implement development schemes in accordance with rules and regulations. Departments have been instructed to submit their performance reports within seven days.

Meanwhile, the Planning and Development Department of Sindh has confirmed that the provincial government is currently executing 28 foreign-assisted development projects under the Annual Development Programme. These projects are being financed by major international financial institutions, including the World Bank, Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB), Islamic Development Bank (IsDB), and JICA, among others.

Given the scale of investment, strategic importance, and expected development impact of these projects, authorities have proposed a comprehensive independent review mechanism to assess project progress, fund utilization, quality of work, and achievement of development targets.

In this regard, approval has been sought from the Chief Secretary for the formation of a joint inspection team comprising the Chief Minister Inspection Team (CMIT), Monitoring and Evaluation Cell (MEC), and the Project Coordination and Monitoring Unit (PCMU). The proposed body will conduct detailed inspections of all 28 projects and submit a consolidated report with findings and recommendations to the Chief Minister of Sindh.

Officials said the initiative aims not only to ensure timely completion of development schemes but also to improve the effective utilization of foreign-funded resources and strengthen overall administrative performance across departments.
