New IBCC rule allows arts students in Pre-Medical, Pre-Engineering

The Inter Boards Coordination Commission (IBCC) has approved a major change for students passing Matriculation in the Arts Group.

Effective from the SSC 1st Annual Examination 2026, Arts students may now register in HSSC Pre-Medical and Pre-Engineering groups.

The decision was taken during the IBCC Forum’s 183rd meeting, held on 4–5 December 2025, following extensive consultation.

Key regulatory bodies, including PEC, PM&DC, HEC, NCC, and Provincial Curriculum Authorities, recommended the change to broaden student opportunities.

The IBCC Forum advised institutions to set minimum marks, merit criteria, or placement tests to maintain uniform standards across boards.

Final implementation rests with the respective boards and requires approval from their Boards of Governors and other competent authorities.

All Boards of Intermediate and Secondary Education (BISEs) and Boards of Technical Education (BTEs) have been notified for compliance.
