
Russia and Afghanistan have signed a military and technical cooperation agreement in Moscow, marking a notable step toward strengthening defence relations between the two countries. Officials described the move as part of expanding bilateral engagement in security and strategic sectors.
The agreement was concluded during the first International Security Forum held in the Moscow region, which ran from May 26 to May 29 under the supervision of Russia’s Security Council. The event gathered senior defence and security officials from multiple countries for high-level discussions on global security challenges.

Furthermore, the cooperation framework aims to enhance coordination between Moscow and Kabul in military training, technical support, and broader defence collaboration. However, authorities have not yet released detailed provisions of the agreement, leaving several operational aspects undisclosed for now.
In addition, the forum hosted various roundtable sessions, strategic debates, and exhibitions focused on international security issues. Delegates also engaged through regional platforms such as BRICS, CIS, Russia-ASEAN, and Russia-Central Asia cooperation mechanisms, highlighting wider geopolitical engagement.

Meanwhile, analysts say the agreement reflects steadily improving ties between Russia and Afghanistan since the Taliban returned to power. They suggest the development could open pathways for future cooperation in defence planning, border security, and technical military exchanges between the two sides.
However, Russian officials have not clarified whether the deal includes arms transfers, training programs, or joint military projects. As a result, further details are expected to emerge as both countries continue discussions on implementation and long-term strategic cooperation.
