ADB names Gutierrez as regional director

The Asian Development Bank (ADB) has appointed Leah Gutierrez as the new Director General for its Central and West Asia Department, a region that includes Pakistan and ten other countries. Her appointment is effective immediately.

In her new role, Gutierrez will oversee ADB’s strategic programs across Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, Türkiye, Turkmenistan, and Uzbekistan. She will focus on driving inclusive growth, strengthening regional cooperation, and advancing sustainable development in partnership with governments and stakeholders.

“I am honored to serve in this position,” Gutierrez said, reaffirming her commitment to supporting resilient and equitable development throughout the region.

Gutierrez brings over 40 years of professional experience, including 25 years at ADB. She most recently led ADB’s Sectors Department 3, overseeing finance, governance, human, and social development projects. She has also held senior leadership roles in the Pacific Department, Southeast Asia Department, and Strategy, Policy, and Partnerships Department.

A Filipino national, she holds a PhD and Master’s in Economics from the University of Pennsylvania, USA, and a Bachelor’s in Business Economics from the University of the Philippines.

ADB, established in 1966, is a key multilateral institution supporting growth and infrastructure across Asia and the Pacific, with 69 member countries—50 from the region. The bank focuses on solving complex challenges through strategic partnerships, financial innovation, and a commitment to environmental and social sustainability.
