Zelenskiy signs strategic military pact with France

Published on: November 17, 2025 3:18 PM

Ukrainian President Volodymyr Zelenskiy is in Paris to finalize deals with France for air-defence systems, warplanes, and missiles. The agreements aim to strengthen Ukraine’s long-term military capacity amid rising Russian drone and missile attacks. Talks with President Emmanuel Macron are expected to yield both immediate and long-term support.

Zelenskiy announced that a historic agreement will enhance Ukraine’s combat aviation and air-defence capabilities. France has already pledged Mirage fighter jets and Aster 30 missiles for Kyiv’s SAMP/T systems. The new deals could include Rafale multi-role jets, either from existing stocks or as part of a decade-long strategic plan.

The proposed agreements aim to increase Ukraine’s fleet to 250 warplanes, alongside U.S. F-16s and Sweden’s Gripen jets. Training for pilots of advanced jets will take time, but the contracts focus on long-term readiness. Additional SAMP/T systems and anti-drone technology are expected to be included in the package.

Macron’s office said the goal is to “put French excellence in the arms industry at the service of Ukraine’s defence.” French and Ukrainian companies will also explore drone technology cooperation in a separate afternoon forum. The visits and agreements highlight France’s commitment to Kyiv amid ongoing conflict.

The strategic support is part of broader Western efforts to ensure Ukraine has sufficient military and economic aid. Coalition partners, including Britain and around 30 countries, aim to maintain Ukraine’s defense strength for potential future deterrence. Zelenskiy’s visit marks a key step in solidifying long-term military alliances with France.
