NAB opens probe into CDA contracts worth millions

ISLAMABAD: The National Accountability Bureau (NAB) has launched an investigation into the Engineering Wing of the Capital Development Authority (CDA), focusing on alleged irregularities in the award of contracts by Maintenance Division-III. The division, responsible for government buildings, is accused of procedural flaws and potential corruption in projects worth millions of rupees.

NAB has requested complete records of 22 projects executed between June 2023 and June 2025, including details of advertisements, bid submissions, contractors’ deposits, comparative statements, work orders, and payments. The inquiry aims to verify allegations of corruption, misuse of authority, and violations in procurement processes.

A CDA official, speaking on condition of anonymity, said that several contracts had allegedly ignored the lowest bidders, raising questions about transparency. The projects under scrutiny include repair and maintenance of the Pak Secretariat Q Block, Federal Shariat Court, Wafaqi Mohtasib Secretariat, ministers’ enclave houses, the Visa Centre, and the Islamabad High Court building, among others.

CDA spokesperson Shahid Kiani confirmed the authority’s full cooperation with NAB, stating that all required information would be provided. He added that the CDA remains committed to upholding governance standards and taking corrective measures based on the probe’s findings.

The investigation follows a recent “operation cleanup” in which CDA removed 85 officials for inquiries against them, tainted reputations, or inefficiency. While some officers with good records were also removed, several with questionable backgrounds continue to hold influential posts. CDA officials said further action against those with reputational or performance concerns is expected in the next phase.

Sources emphasized that the probe would clarify the validity of alleged wrongdoing and ensure accountability. Officials noted that tracking bid rates, work orders, and payment timelines will be central to establishing whether corruption or procedural lapses occurred in the division.
