
PESHAWAR: The Khyber Pakhtunkhwa (KP) Elementary and Secondary Education Department has directed district education officers to begin the hiring process for 10,074 primary school teachers as a stopgap measure through school-level parent-teacher councils (PTCs), officials said on Sunday.

They said the teachers would be engaged at government primary schools from the respective union councils by PTCs, which comprise parents of enrolled students, community elders and school administrations. In cases where suitable candidates are unavailable within a union council, priority will be given to applicants from adjacent councils.

Officials said the department was currently facing a shortfall of around 19,000 teachers across the province, and the interim hiring of 10,074 teachers was aimed at addressing acute shortages at the primary level. The provincial government is expected to spend Rs2.267 billion annually on the initiative.
According to official documents, 2,935 teachers will be hired for girls’ primary schools and 2,910 for boys’ primary schools in settled districts. In the tribal districts, 3,837 teachers will be engaged for girls’ primary schools and 392 for boys’ primary schools. The largest number of boys’ school appointments will be made in Lakki Marwat, Mansehra and Upper Dir, while most female teachers will be hired in North Waziristan, Khyber and Bannu divisions.
Elementary and Secondary Education Secretary Mohammad Khalid said the initiative aimed to ensure that every primary school met minimum staffing requirements, with at least four teachers or a student-teacher ratio of 1:40, whichever was lower. He added that alongside this interim arrangement, recruitment of another 16,000 teachers through the Educational Testing and Evaluation Agency (Etea) was also under way.

Under the provincial government’s good governance roadmap, schools with fewer than 60 students must have at least two teachers, those with over 60 students three teachers, and schools with 100 students at least four teachers. “After this process, there will be no primary school with a single teacher,” he said.
Teachers will be hired on an interim basis at an honorarium of Rs25,000 per month, with performance assessed through school-based student evaluations.
