Lahore told to strictly enforce Kite Flying Ordinance ahead of Basant

The Lahore administration has been directed to ensure strict enforcement of the Kite Flying Ordinance 2025 ahead of the planned three-day “Mehfooz Basant” (Safe Basant) celebrations in the district. The instructions were issued by Lahore Commissioner Marryam Khan during a meeting held on Tuesday.

She announced that kite flying would be permitted only during the officially approved “Safe Basant” from February 6 to 8, 2026, within the limits of Lahore district. Kite flying before February 6 will remain completely banned. She added that the sale of kites and strings would be allowed only from February 1 to February 8.

The commissioner emphasised that the Kite Flying Ordinance 2025 must be implemented without any negligence. She directed all assistant commissioners to immediately launch crackdowns against illegal kite flying and related activities, warning that there was no room for lax enforcement.

Under the ordinance, motorcycle riders will not be allowed on Lahore roads during the three-day event unless their vehicles are fitted with safety rods or wires to prevent injuries caused by kite strings. The use of only prescribed kite sizes and approved types of strings will be permitted during the event.

Ms Khan said the manufacturing of kite-flying material would be allowed only within Lahore district, while administrations in nearby districts had been instructed to crack down on illegal manufacturing and kite flying in their respective areas.

She also informed the meeting that online registration of kite and string manufacturers, traders and sellers had been launched through the e-Biz app. Only registered businesses will be allowed to manufacture, trade and sell kite-flying material during the permitted period, and they will be required to prominently display their registration certificates.

Violations of the ordinance and official notifications will invite strict legal action, the commissioner warned. The meeting was attended by DIG Operations Lahore, CTO Lahore, the deputy commissioner, director development, all assistant commissioners and other senior officers.
