Rawalpindi to launch digital property transfer system

The Rawalpindi Development Authority (RDA) announced plans to launch digital property transfer and online building plan approval systems within the next few months, aiming to streamline real estate transactions and approvals. The decision was taken during a meeting focused on integrating electronic registration, property transfer, and building plan approvals under a single digital framework.

The meeting was chaired by RDA Additional Director General Mohammad Anwar Baran and attended by officials from the authority and the Punjab Land Record Authority (PLRA). Hafiz Abdul Ghafoor of PLRA said housing schemes will participate through their respective regulators using an online web portal, with functional prototypes already in place. He added that the Property Transfer System (PTS) will secure transactions and ensure legal transfers of properties.

Building plan approvals will also be conducted online, promising time-bound processing, transparency, and accountability. Ghafoor noted that the property transfer system is scheduled to formally launch on February 15, after which the manual system will be phased out completely.

Officials said the digital platform will offer convenience to the public, reducing human intervention, speeding up approvals and NOCs, and facilitating marketing and plot sales. The authority emphasised that training and support will be provided to ensure a smooth transition to the new systems.

RDA management reiterated that illegal and unauthorised development, especially in sensitive areas, will not be tolerated. The authority has collected complete data for issuing QR codes on legally recognised housing society files to protect citizens from fraud. Citizens are advised to verify the legal status of housing schemes before making investments.

The meeting also highlighted ongoing scrutiny of unauthorised housing schemes, enforcement actions against illegal activities, and the activation of the QR code system to strengthen transparency. NAB has reportedly appreciated RDA’s measures to prevent fraudulent real estate practices and protect public interest.
