Punjab launches reformation centers for offender rehabilitation

The Punjab government has approved the establishment of modern reformation centres for offenders across 10 districts in a major step toward prison reform and rehabilitation. Officials said the initiative aims to reduce overcrowding in prisons by shifting focus toward structured supervision, counselling, and reintegration of probationers and parolees. The project will target around 50,000 individuals annually, offering support systems designed to lower repeat offending rates. Authorities expect the programme to reshape correctional practices through a more reform-focused approach.

Moreover, official documents reveal that the reformation centres will provide comprehensive rehabilitation services, including psychological counselling, behavioural improvement sessions, and vocational training programmes. These services will be designed to help offenders rebuild their lives and reintegrate into society as productive citizens. The initiative emphasizes long-term social stability by addressing root causes of criminal behaviour rather than relying solely on punitive measures. Officials believe this model will improve overall public safety outcomes over time.

In addition, the centres will be established in key districts including Bahawalnagar, Dera Ghazi Khan, Faisalabad, Gujranwala, Jhang, and Lodhran under the first phase of implementation. Additional facilities will also be set up in Okara, Rawalpindi, Sheikhupura, and Toba Tek Singh to expand coverage across the province. The phased rollout is expected to ensure better regional access to rehabilitation services for offenders under supervision. Authorities plan to coordinate closely with local administrations to ensure smooth execution of the project.

Furthermore, the project carries an estimated cost of Rs1.12 billion, reflecting significant investment in justice system reform and institutional modernization efforts. Government officials stated that funds will be used for infrastructure development, staffing, training programmes, and advanced monitoring systems. The investment also includes digital data management tools to track progress and ensure accountability in rehabilitation processes. This financial commitment highlights the province’s focus on long-term correctional improvement.

Meanwhile, the scheme introduces a shift from traditional punishment-based systems toward rehabilitation and social reintegration models aimed at reducing recidivism. Officials explained that structured supervision combined with skills development will help offenders transition back into society with greater stability and support. The approach also strengthens probation and parole services through modern monitoring techniques and improved administrative frameworks. Authorities believe this reform will reduce pressure on prisons while improving rehabilitation outcomes.

Finally, the Punjab government has emphasized that the initiative represents a broader effort to modernize the justice system and promote social reintegration of offenders. By focusing on behavioural change and skill-building, the centres aim to reduce future crime rates and improve community safety. Officials remain confident that the programme will deliver long-term benefits for both the justice system and society. The project marks a significant shift toward rehabilitation-focused correctional policy in the province.
