Sindh Chief Minister Syed Murad Ali Shah, presiding over a meeting at the CM House, comprehensively reviewed the progress of the Education Department’s development portfolio, covering both School Education & Literacy Department (SELD) and College Education Department (CED) projects under the Annual Development Programme (ADP) 2025-26.
The meeting was attended by Minister for Education Syed Sardar Shah, Minister for Irrigation Jam Khan Shoro, Chief Secretary Asif Hyder Shah, Chairman Planning & Development Board Najam Shah, Secretary Finance Fayaz Jatoi, Secretary to CM Raheem Shaikh, and Secretary Colleges Nadeem Memon, Secretary School education Shahzaman Khuhro along with senior officials of the concerned departments.
School Education & Literacy Department
During the briefing, the Chief Minister was informed that under the ADP 2025-26, a total of 130 schemes covering 1,280 units are targeted for completion during the fiscal year, with an estimated cost of Rs 15.57 billion. All required funds have been allocated, and Rs 1.88 billion has already been released.
PSDP: The Public Sector Development Programme (PSDP) for reconstruction of flood-affected schools is being implemented across 30 districts of Sindh at a cost of Rs 12.33 billion, jointly financed by the federal and provincial governments. Out of 481 schools, 463 have been awarded, with 317 already at roof level or above, marking 44 percent physical and 28 percent financial progress.
Progress was also reported on foreign-assisted initiatives, including JICA and ADB-funded projects. Under JICA’s school upgradation scheme, 20 girls’ schools in five districts are being elevated from primary to elementary level, with four already completed. Another JICA-supported Flood Response Reconstruction Project in six districts has reached 45 percent physical progress.
SSEIP: The Sindh Secondary Education Improvement Project (SSEIP), co-funded by the Asian Development Bank, is constructing 117 new secondary schools and training 2,630 teachers in key subjects. The SSEIP Additional Financing (Flood Component) worth USD 302.5 million will reconstruct 722 flood-damaged schools in the worst-affected districts of Khairpur, Naushehro Feroze, Kambar-Shahdadkot, Larkana, and Dadu, with 528 schools upgraded to higher levels using climate-resilient technology.
SELECT Initiative
Murad Shah also reviewed the Sindh Early Learning Enhancement through Classroom Transformation (SELECT) initiative. The programme has trained 21,500 teachers in 13,000 schools across 12 districts, distributed over 450,000 sets of additional reading material for Grades 1-5, and launched the Student Attendance Monitoring and Redress System (SAMRS) in 600 schools to ensure regular attendance through digital oversight.
Under the infrastructure component of SELECT, 295 primary schools are being upgraded – construction has begun in 293 schools, with 15 to be handed over by December 2025, 200 by April 2026, and all by November 2026.
College Education Department
The Chief Minister also reviewed the College Education Department’s development portfolio under the ADP 2025-26, which focuses on establishing new colleges and upgrading existing institutions through rehabilitation and provision of missing facilities across all five regions of Sindh – Karachi, Hyderabad, Larkana, Mirpurkhas, Shaheed Benazirabad, and Sukkur.
The Directorate of Planning & Development (CED) reported that the department’s ongoing schemes aim to expand access to higher secondary education, particularly in underserved and newly urbanizing areas, while improving the learning environment through upgraded infrastructure, laboratories, and libraries.
The CM was briefed on the progress achieved by October 2025, noting that several new college schemes have entered the tendering and early execution phases. The Chief Minister directed the concerned authorities to accelerate civil works, ensure transparent procurement, and prioritize quality assurance in all ongoing and new college projects.
He emphasised that both school and college education sectors must work in coordination to ensure seamless educational progression for Sindh’s youth, from early learning to higher education.
“Education remains the foundation of Sindh’s future. Our government is investing heavily in schools and colleges so that every child, boy or girl, has access to a safe, modern, and inclusive learning environment,” the Chief Minister said, directing departments to complete all projects within stipulated timelines.
He also instructed the Finance and P&D departments to maintain a strict monitoring mechanism for both domestic and foreign-funded education projects, ensuring that public funds deliver maximum educational outcomes.
