FIA seeks detailed record from Lesco over smart meter contracts

The Federal Investigation Agency (FIA) has sought extensive records from the Lahore Electric Supply Company (Lesco) as part of a probe into alleged corruption and irregularities in the procurement of Advance Metering Infrastructure (AMI), commonly known as smart metering projects.

According to sources, the FIA launched a thorough investigation into allegations of fraud, misrepresentation, misuse of public office and financial loss to the national exchequer linked to the prequalification, tender participation and award of AMI-related works. In this regard, the agency issued a formal letter to the Lesco management on Friday, demanding comprehensive documentation.

The FIA has asked for complete, original and certified records of the prequalification dossiers of M/s World Over Engineering (Pvt) Limited, M/s WOSCO Metering (Pvt) Limited and M/s AM Associates (Pvt) Limited. It has also sought details of the last five prequalification exercises conducted by Lesco, including minutes of meetings held on August 25 and August 28, 2025, along with recommendations, approvals and file notings related to these firms.

Investigators have further requested records concerning a notification issued on September 2, 2025, through which M/s AM Associates (Pvt) Limited was prequalified in specific categories. The FIA is seeking details of the authority under which the notification was issued, approvals by competent forums and documentation related to changes in company names, mergers or amalgamations.

The agency has also demanded tender files for the last five AMI projects, including tender No. 4212, bid submissions, evaluation reports, comparative statements and responsiveness assessments. Additionally, records of pre-bid meetings, amendments to qualification criteria, award letters, contracts, work orders and schedules issued to the firms have been sought.

Details of bank guarantees, payments made after April 7, 2025, verification reports, factory audits and correspondence with other power distribution companies have also been demanded. The FIA has directed Lesco to provide the certified record through an officer of at least BPS-17 rank by December 31, 2025.
