EU envoy highlights TTP safe havens, supports Pakistan’s right to self-defense

European Union Special Envoy Giles Bertrand has reaffirmed that the Tehreek-e-Taliban Pakistan (TTP) is a terrorist organization and urged authorities in Afghanistan to take decisive action against the group. In a televised interview, he stressed that safe havens, training camps, weapons flows, and financial support networks linked to TTP continue to threaten regional stability. His remarks come amid growing international concern over militant activities originating from Afghan territory.

Bertrand said the responsibility for addressing TTP operations rests with the authorities currently governing Kabul and Kandahar. He noted that support structures enabling militant activities must be dismantled to prevent further violence. According to the envoy, any safe haven used by militants fleeing security operations contributes directly to instability in Pakistan and the wider region.

Discussing the nature of the threat, Bertrand pointed to multiple factors that require attention, including training facilities, weapons supplies, financial assistance, and cross-border facilitation. He said such elements allow terrorist groups to sustain operations and undermine regional peace. The envoy emphasized that these issues must be addressed through concrete and effective measures.

Bertrand also acknowledged that every state has the legitimate right to defend itself against clear terrorist threats. He said self-defense is a recognized principle under international norms when credible threats exist. At the same time, he stressed that counterterrorism operations should be conducted responsibly and with efforts to avoid civilian casualties.

The envoy’s comments reinforce international concerns about the continued presence of TTP networks and sanctuaries inside Afghanistan. He called for stronger action to deny terrorist groups the space, resources, and support needed to operate. The remarks highlight the importance of regional cooperation and sustained counterterrorism efforts to improve security across South Asia.
