Kuwait Cancels Addresses of 464 Expats, Warns of 100 KD Penalty for Delays

Kuwait’s Public Authority for Civil Information (PACI) has cancelled the registered residential addresses of 464 expatriates and directed those affected to update their address information within 30 days to avoid legal penalties.

The decision was published in the latest edition of the official gazette, Kuwait Alyoum, after property owners informed authorities that the listed expatriates no longer lived at their registered addresses. In some cases, the buildings associated with the addresses had been demolished, rendering the information invalid.

PACI has instructed all affected residents to update their residential details before the deadline. Expatriates can complete the process by visiting a PACI service centre with the required documents or by using the government’s Sahel application, provided they meet the eligibility requirements for the online service.

The authority warned that failure to register a valid residential address within the prescribed period could lead to legal action under Article 33 of Law No. 32 of 1982, which governs Kuwait’s civil information system. Individuals who fail to comply may face fines of up to KD100.

Officials said maintaining accurate residential records is essential for ensuring access to government services, receiving official notifications and completing legal and administrative procedures without disruption.

PACI urged all residents, including those not directly affected by the latest decision, to verify that their civil information records are accurate and updated whenever they change their place of residence.

The authority noted that keeping address information current helps government agencies maintain reliable records and improves the delivery of public services. It also reduces the risk of delays in official correspondence and other administrative matters.

Authorities advised expatriates to act promptly to avoid fines or legal complications and to ensure their residential information remains consistent with official records. Further guidance on the address update process is available through PACI service centres and the Sahel application.
