The federal cabinet has approved Pakistan’s Hajj Policy and Plan 2027–2030, introducing a long-term framework aimed at improving the registration process, enhancing transparency and expanding digital services for intending pilgrims.

During a cabinet briefing, officials said the new policy will allow individuals to register in advance for Hajj in any year up to 2030. The initiative is designed to help authorities better manage future demand while creating a priority waiting list for registered applicants based on the approved policy framework.
The government also announced the introduction of a Shariah-compliant Hajj savings scheme to help prospective pilgrims gradually save for the pilgrimage. Under the proposed mechanism, eligible participants will be able to accumulate funds over time, making Hajj more financially accessible and allowing better planning for future travel.
As part of the reforms, the entire Hajj management system will be digitized to improve efficiency, streamline application procedures and enhance service delivery. Officials said greater use of digital platforms will simplify registration, documentation and administrative processes while reducing delays and increasing transparency.
The cabinet directed that the appointment of Hajj assistants should be made through a transparent, merit-based selection process. It also emphasized the need for independent third-party validation of both government and private Hajj operations to ensure compliance with service standards and improve accountability across the pilgrimage management system.
The policy is part of the government’s broader efforts to modernize Hajj administration and improve the experience of Pakistani pilgrims. Officials believe that advance registration, digital services and structured financial planning will enable better resource management and provide greater convenience for applicants preparing for future Hajj seasons.

The government said implementation of the new policy will continue in phases, with relevant ministries and institutions responsible for developing operational procedures.
