United Nations Secretary General Antonio Guterres strongly condemned Israel’s move to block electricity and water supplies to UNRWA facilities, warning it would seriously disrupt humanitarian operations. The UN said the decision directly affects the agency’s ability to deliver lifesaving assistance to Palestinian refugees across already strained areas.
According to a UN spokesperson, cutting basic utilities would further impede UNRWA’s work at a time when humanitarian needs are rapidly increasing. The secretary general stressed that UNRWA remains an essential part of the United Nations system, protected under international conventions governing UN property and personnel.

UN spokesperson Stephane Dujarric emphasized that UNRWA facilities are inviolable under international law, adding that the agency’s assets and staff must be respected. He said any action limiting access to water and electricity undermines humanitarian principles and international obligations.
Meanwhile, UNRWA Commissioner General Philippe Lazzarini described the move as part of a systematic effort to discredit the agency and weaken its role. He warned that restricting utilities threatens education, healthcare, and aid services relied upon by millions of Palestinian refugees.

The condemnation follows a 2024 Israeli law banning UNRWA from operating inside Israel and restricting official contact with the agency. As a result, UNRWA continues operations in East Jerusalem, which the United Nations considers occupied territory despite Israel’s claims.
International concern has also grown after Israel suspended dozens of international NGOs working in Gaza under new vetting rules. Several countries warned that halting NGO operations could force one-third of Gaza’s healthcare facilities to shut down, deepening the humanitarian crisis.
